It depends on the version and how much you play. Events, quests, exploration, daily commissions, endgame rewards, codes, and gifts all affect the total. Some updates also give Fates directly. There is no fixed number of free wishes every update.

You usually receive 600 Primogems after a version update: 300 for maintenance and 300 for issue fixes, delivered through separate mails in the game. Check the version notice for the exact rewards, eligibility, and claim deadlines, then collect both mails.
